There seems to be a lasting tendency, in the UK at least, to take your most skilful and productive operator in any field, and promote them to manage their department.

Without giving the new Manager help, without supplying training, coaching and mentoring in Management skills and techniques, there is likely to be a high attrition rate.  And this almost inevitably leads to a disillusioned and de-motivated ex-Manager being unable to return to their old job, or being unable to be as effective at it as they were if they do return.
