When you meet a prospect and you're hoping to make a sale, the way you discover their needs and wants is a vital part of the process.  You need to get the prospect to understand for themselves the value of having their problem fixed, and to then set your prices accordingly.  You need to check their reaction to all the elements of your proposed solution before you commit yourself to a firm proposal, and ideally you want to reach an agreement at that meeting.

Abandon cost-plus pricing and time-based billing and you free yourself to delight your customers to the maximum.  Most businesses undercharge for their products and services because prospects tell them their prices are too expensive, and they go and reduce them.  What prospects really mean is that the price seems too high when set against the value of the solution, as currently understood by the propsect!  But they are taken at face value!
